Robert, you just made an excellent point and one I've been meaning to discuss with David.  Years ago when I managed a recovery program for the state, we had an excess of equipment that was not only wasted but also taking up precious space..  I asked my supervisor about holding a community sale of sorts, with proceeds to benefit our program.  He laughed and said we couldn't sell to the community what they had already paid for and belonged to them in the first place, that it was illegal.  So why are records any different?
