Hey George,

I think the practices vary by state, however, I think the underwriters all "expect" their agents to issue policies in a timely manner. Ellen's comments are interesting... as I'm sure she is aware, Missouri seems to have a problem in this area. They have proposed new legislation that, in part, seems to be strengthening their requirements for issue policies. See Bills Propose Title Insurance Changes in Missouri.
