This is the same system as some of the online counties here in Texas. Basically, you are paying to view each page but you are free to print only what you want. Usually, I find this to be the case in counties that are taken online by ACS. In each case, I have looked at, it is still free to view the documents at the courthouse and you can choose to print and pay only for the pages you want.
