It varies by COUNTY, not just state.  In Ohio, we have some counties that are still charging $2.00 per page.  So, the 500 copies you mentioned might be $1,000 - or $50 - depending on which county you are in.  We only work in one county that still charges that much; not much we can do about it.  Its not one of our bigger counties so we just deal with it.  They are still working on legislation regarding our copy costs in Ohio so it is likely to change again soon.  I expect all of the counties will go back to $1.00 per page, but I'm just speculating.
