I think that when companies don't want to pay for the copies, we should just do the search and not send them ANY copies. When they call and ask why, just tell them that their representative said they didn't want to pay for them. Maybe that will get the point across.
Copies aren't free for us, they shouldn't be free for them. If I am asked to build copy costs into my flat fee, I make sure it always works out in my favor - it actually costs them more then if they just paid the copy costs I bill them for.
If they don't like that, they can find someone else.
