Take a good look at their vendor agreement. They claim they have a right to unitarily reduce your fee, if, in their opinion you do not return the report to meet their schedule.

I don't think it is wise to give any company this much control over your business. Imagine shorting the supermarket because, in your opinion, they took too long to bag your groceries.
