I could be wrong, but I don't think George was refering to independent examiners working for $9.00.  When local title companies around here hire a new staff examiner the wage is around $9.00.  My first examining job with a local title company was around $8.00 an hour. 

I think what George is saying is that if a local title company can hire someone new and train them at $9.00 an hour, then somone can probably train a worker in India that can be hired for $5.00 an hour.  That seems to be an accurate assessment of the situation.  So long as the training is good, the wage is irrelevant.  If I hire a new examiner at $9.00 an hour and you hire one for $20 an hour, their wage is not determinative of their ability or training.  It is more a difference in cost of living and what the labor market is like. 

The problem with that scenario is that someone in India has to use online records.  The online records are not complete in most cases... they can only check the information that is imaged.
