Even if you provide the copies at cost, you're basically giving this guy a 30-day interest-free loan (assuming you bill on a 30-day cycle).

When I get search orders "out of nowhere", I send them a copy of our Client Services Agreement with a cover letter politely informing them that they will need to apply for an account with us and must agree to our pricing before we will accept their orders.

While that may seem like a lot of trouble to go to, but it tends to reduce my stress level and keeps those "annoyances" to a minimum.
