Have you checked with the various state insurance commissioners yet. I think that it may be easier for you. If you have a list of questions at the time you contact them, they can readily provide answers. They may even have printed material which they can send to you or to Naltea.

What have you found out about the escow so far. If this is feasible, and if Naltea elects to follow through the effort should be focused on setting up the states that have the fewest restrictions, and once established should grow into the remaining states.
