This is my 2 cents in this matter.  CRS should have a capital, if they are going to take on nationwide business.  To start a company you need capital when an issue comes up.  For example " when your clients are slow pay, dont pay, etc..."  Get a line of credit or something.  You always have to think ahead,  to avoid this type of hot issues.
