It will be interesting to see their responses. Virginia clerks may have found loopholes that allow the county to deny the Federal Freedom of Information Act requests for bulk data. If they have, I'm sure many responsible county clerks and recorders in other states will want to know their secret.

I agree with you totally concerning Paperport. I use it the same way except that I get the images from the paper books at the courthouse using HP's Capshare or scan the paper copies while driving between counties with my onboard scanner. In either case, Paperport is my choice for document handling software.
