Sorry for the inquiry, I guess I should have just done a search on this forum.  That's was easy and thanks to all of you for voicing your problems on this forum, you probably just save me $30k.  They wanted me to submit information for both Michigan and Ohio (whole state).  I can see why now.  I am sending an email to them to decline their work in both states and believe me, it will specify very clearly why I am declining.  Once again, Source of Title comes through for the little guy!!!!!!!!!!!!!
