I don't know about Florida, but in Kansas, the Register of Deeds Office prepares a report daily and sends all fees collected to the Treasurer's Office, which in turn has to forward all fees collected to the State Treasurer. I know this is done, because I was the person that prepared the report for the Register of Deeds Office when I worked for them.
