Very good point George. Some underground websites are selling American Social Security numbers for up $75 each. The price is going down though, it seems our carelessness has caused a glut on the market. The price is still higher for European identities. They have been much more careful with the identities of their citizens. Some even have this quirky idea that a citizens identity rightfully belongs to him.
There is absolutely nothing to stop these companies from selling the information. In fact, they do sell it both in bulk and individually. They can do anything they want with it. After all, its just "public" information.
Incredibly, under current FOIA law, even foreign government and citizens can demand the records in bulk at cost of reproduction. So much for Homeland Security.
