This was a very good analysis. Especially concerning the double dipping by the software companies. The redaction sofware is not only extremely expensive (750.000 in one Florida County) but inaffective as well. There is no redaction software company that will stand will take legal responsibility for what the software cannot find. Even testing under ideal circumstances failed to produce full accuracy. No software company claims any success at identitying or redacting handwritten sensitive information or the ability to understand the difference between a drivers license number and a case number, or accurately parse medical information or maiden names. The list goes on and on.
This reminds me of some of the land rushes of the past except that this time, the rush is for control over the land records and the land owners suffer the most.
