I think you are correct in that they are holding back public info. although I'm not that familiar with FL FOI laws. Take a closer look at the Statue and proceed accordingly. I have had many of "fights" about the same kind of issues. We do have to pay $1.00 per page for land records by statue, however every other record does not have that statutory requirement. They will get away with what they can, so call them on the spot if the statue stands behind you.
