That's precisely why we got out of the business of doing background checks. At $3-$5 per name, it doesn't even pay us to leave our parking lot!

What's more, here in Pennsylvania, county criminal records are on-line (via a program mandated by the Administrative Office of Pennsylvania Courts). Last I heard, there were only a few counties in the pilot program, but I think every county has to be in compliance by a date certain--not sure when that is.
