Here is some information that I know about Kroll. It is a HUGE company and owns many companies including Kroll Background America, (we provide them criminal background searches for them), also own some financial institutions, can't think of one right now. It is correct, they are an old Private Investigation company originally, I believe.
  Their Registered agent, Corporation Service Company, aka CSC is also a HUGE legitimate company, which we do a lot of work for and also act as registered Agent for many of their clients that do work in Idaho.
  As for taking a test for $150.00, we have taken the test for another company, and didn't cost us anything. I believe the company requesting the background check paid the fee.
  Kroll is a good company, but the fees for background checks are considerably small. If you think that title companies are asking for lower search fees, try a background check for $5.00 per name, at the most $15.00. You might find out what the going rate is for a federal background searches are before you dive into it. They may dance around giving you an answer, but make sure it will be a profitable decision for you.
  We've been doing background searches for about 10 years now, and the industry is asking for $3.00- $3.50 for a background search which may have a lot of paperwork involved if there are records found. We are turning work away for less than $8.00. And pray that we don't have too many "bad people" for that small fee.
