That is a HUGE part of the problem... the clients all too often make many silly requirements for their searches. This is either in effort to limit the amount of work involved so they can get it cheaper, or because they use too many inexperienced examiners that need step-by-step guidance.
If they were using skilled, experienced examiners they wouldn't have to do that. They should be able to trust their examiners to provide the necessary information. If they can't, they should really be rethinking their "vendor list".
In this case, they lost a good quality vendor over a few dollars in copies and their order was unnecessarily delayed. They could have had the right information the first time.
