One of the GAC vendor managers recently (7/1/06) told me they are in the process of calling vendors to get them to lower prices.  My guess is they are just saying they have a vendor who will do the work cheaper.  I haven't lowered my prices and I don't fill out the on-line forms.  Stand firm.
