We "TRY" to charge what we have to pay.  In Ohio, it is crazy right now.  A $2.00 per copy charge is mandated by the State but now they are trying to revoke that.......Now each county decides what they will charge.

The one thing that is common throughout is that if a county employee makes the copy it costs $2.00 per page. period.

But if you make it yourself, it can range from free up to $2.00. Also if you are doing court work, they price according to their own guidelines, some are $.10, $.25, $.50 and up. 

We "try" to bill exact for our clients but it is very difficult to keep track of every fee in every office. 

Although, we do not knowingly or purposely "mark up" copies.  The service of making the copies should be part of your search fee.  It is essential to know new client requirements before quoting a fee.  If they need all copies, your fee should be adjusted to bill for the time it takes to retrieve, make, process, scan those copies.
