Thanks to you both!  I think it's time to put the ball in their court.  By the time they call 20 people and keep hearing, "Hmm, sorry, don't see you on The List", maybe they'll clean up their act.  And if there are people who will work for someone not on the list, they probably deserve each other and we're all spared both of them.

Should be easy to do, as you both said just list the criteria and they meet it or fall off the list.
