There seems to be a conflict of opinion as to whether the certification offered by several different sources is required by the GLB ACT or by the individual clients. The contacts that many signing agents received seem to imply that it is a legal requirement of the GLB ACT, but when pressed for an answer the clients seem to respond that it is only their preference.

It would seem that this is going to become an expensive proposition ,if in fact,  the certification is required by law, and failure to reach agreement on a single certifying authority results in the need for multiple certifications of signing agents.
