We have something similar in Pennsylvania called a Tax Upset Sale.  Usually held in August or September, it is similar to what Kevin described, but the caveat is that it is not a "free and clear" sale.  Any existing mortgages or encumbrances are still considered valid liens against the title and must be assumed by the new owner.
