Westcor as an Underwriter is very reputable.   Remember, an Agency is not the Underwriter.  So if you are using someone who is a Westcor Agent and they slow pay, that has nothing to do with the underwriter.

If you are discussing work directly contacted by a state office that is also an agent, that is a different matter.
