Good move Angelica- here is an e-mail address that I used when I contacted them about the markup that is being done with the title fees by some unscrupulous settlement companies and title companies that are also in the business of padding their pockets by inflating the fees listed on lines 1102 & 1103 of the HUD.

when I asked the question if marking up the fees like so many do and if it was a violation of RESPA section8- here is the answer I received:

This appears to be a violation.  Please subject the following
information
to this office.
Your/your company name, address and phone number; name, address and
phone
number of the alleged RESPA violator; a brief description of the
activities
that violate RESPA (such as you've described here); documents to
support
your allegations; and names and phone numbers of people who have
knowledge
of the alleged violation, if possible.   Send to:

     U.S. Department of Housing and Urban Development
     Office of Consumer and Regulatory Affairs
     451 Seventh Street, SW
     Room 9146
     Washington, DC  20410

Best of luck with this information- and the fines for marking up the fees from what we charge is just $7000-10000 per incident-probably won't bother them at first- since they rake in thousands on each case  while they attempt to chisel our fees down to nothing or close to it.
