Sounds a little like the ValuAmerica system to me.  They sell it to vendor management companies and last I heard, you had to sign up for an account with them and pay $2 for every order you received.

Yes... that is right... they want you to type everything in to their system and pay for the privilege! 

Like Nancy Reagan used to say, "Just say no!"
