To my knowledge:
The foreclosures that are being filed in Federal Court are mostly being done to avoid Cuyahoga County Common Pleas Court because it is the slowest court in the nation to process foreclosures and the lenders are sick of waiting 3 years for a foreclosure to be done.
Notice of Lis Pendens is not filed with the Recorder to my knowledge, nor does it have to be. Don't ask me why.
A foreclosure can qualify for Federal Court if it meets the courts requirements for diversity.
