This is usually a situation where someone has "dropped" the ball and forgot to order the title work and of course, as it is with most things, you know, stuff rolls downhill.  I agree with everyone else; tell him/her it isn't possible and perhaps it would be better if they "re-assign" it elsewhere since you would prefer to keep your stellar rating in their eyes :-)
