That would be nice, but I don't think you will ever see it. There are too many abstractors out there who are willing to accept 45, 60, and even 90 day payments. We can't get some of our clients to adhere to NET30 terms, I don't think they will ever accept Pre-Payment terms. They will just move on to someone else.
There are just too many abstractors who are willing to do the work under any terms the client dictates... including ridiculously low fees, abhorrent delays in payment, and unrealistic turn-around requirements. The few people who are interested in working together are just outnumbered to the point where they can't make a difference without shooting themselves in the foot. Any attempt they do make to enforce reasonable terms will just cost them their clients.
