They are probably not trying to claim a loss, but bully a small independent or small company into paying the claim in order to keep it out of the hands of your E&O Insurance Provider. 

I think, they know, that we are so afraid of a "claim" and we fear that 1 claim will permanently damage our ability to get insurance and possibly keep your company alive.

It seems that type of tactic is to "SCARE" the independent into paying a claim because we are AFRAID of that claim.

I have done work for Examnet and have never had a business or personal issue with them at all.  These are just my thoughts based upon the original author's input.

In the world of terrorism, this is just another type.  Pay $17,000 or I will sue you and potentially close you down.  Are you willing to put up a fight?  Or will you cower?  

I think people/business' like this, believe we will cower.
