What you say is true, Rob and that's my point.  It's like my daddy used to say, "there's a difference between dumb and stupid."  Intelligent people still have the right to do stupid things.

It is impossible to pass laws that address every contingency.   I'm not convinced that more regulation would help.  My argument is that government would do well to enforce the laws that are already in place.
