Hey David,

     I will try to check this out this week.  Should be able to find it with the names listed.  Sounds like a communication problem between the City of Belleville and St. Clair County.  I would of assumed that the City of Belleville would of checked the County records one more time the day before the demolition, so be sure ownership had not changed, their responsibility not the counties, since the city was doing the demolition.  I don't see how the county would be held responsible to the city, but the city would have to be held responsible to the higher level of the county and the county held to the state.
