I've also seen this problem. I don't know where some of these companies got the idea that a search wasn't a search but just a "document retrieval". It is a document retrieval only if they can provide a volume and page for each document they want "retrieved". If not, it is a search!
I've also seen some of them adding even more searches to their so called document retrievals. First they added assignment chain, then the parcel number . . . before you know it, your doing a current owner search for the price of a document retrieval.
I've always felt like this problem originated with the companies sales staff. They oversell the product to their clients and effectively describe a donkey as as a race horse then expect us to make up the difference. The difference should come out of the salesman's commission not our fees.
