From your description of PG county, MD, it sounds like something out of an episode of Seinfeld.  I can just see the "Recording Nazi" behind the counter, glaring at the lowly abstractor presenting his/her documents for recording, just waiting to shout, "NO RECORDING FOR YOU!!" at the tiniest infraction of the rules.

It's truly a pity that there are petty little bureaucrats in some of these local government offices (whose lives are so empty and devoid of meaning) who misuse their power to make themselves feel important by making life difficult for those of us who actually produce something.

Just my take on things.
