My underwriter just filed new rates in MN, basic rate, refinance rate and re-issue rates. For the purpose of refinances, we no longer have to substantiate previous policies - we just give the refinance rate. For the re-issue rate, it is discretionary on the part of the title agent and the filing itself says that the agent is under no obligation to give it unless the party seeking the re-issue credit provides evidence of the prior policy - without us asking for it (we won't ask for it, and I'm told we don't have to).
My beef with re-issue rates is that they involve extra work for us so that we can charge less money. Sometimes its as simple as having to explain that someone's h/o policy is not a title policy - over which they get irate. Other times, it involves much larger hassles.
