Yes... that is a possibility.  As we have seen with the counties' images, they are willing to sell them off rather easily.  We use a document imaging database called DocuXplorer, and we store everything on our servers.  It is all available on our networks in the office (our Intranet), but nowhere else.  The same would be true of Paper Port. 

For someone new to imaging, I always recommend Paper Port.  It is a great way to test it out and see if it works for you.  You can at least see if you like the concept of imaging, then maybe upgrade to more powerful software or faster scanners later.
