It is sad... but so long as the work is getting done they really have no reason to change it.  When the attorneys find other more lucrative work and the banks are stuck holding properties in default because there aren't enough of them to do the work fees will have to increase.

And, really... is the home owner paying the fees?  Or is it the bank?  The homeowner isn't even paying their mortgage - that is why they are in foreclosure.  If the homeowners had to pay for their own foreclosure nobody would be losing their home.
