We have the same thing in the City of St. Louis.  It is called an earnings tax.  We have to keep track how much work we do in the city and pay 1% on the work.  Cities use this extra income to pay for city services such as police, fire, streets, etc...services that are expected in the city while you are there, but the city does not have enough revenue to cover it.
