If you already have MS-Office on your machine, then consider using the MS Document Imaging program for starters. It's FREE if you already have the Office Professional and it uses standard TIFF files. A lot of image management programs use modified TIFF formates so that you cannot ever move to another program. I have used the MS program it for several years now with a good deal of success. I use a directory system based on Client Name and then within each client by Year.
The program works with almost any scanner and it automatically OCRs each file, so rather than entering index information in a separate program, I just use the FREE MS desktop search engine to search for the OCR contents of each file. This lets me find things by other information such as subdivision or township name.
If you name each file with name, address and parcel numer (e.g. "Smith - 123 Street Road - 04-05-4444-0442.doc") then you can use the search function on the Start Menu to search for any files by name with wildcards (e.g. find "*Atlantic Avenue*.doc")
