New Laptop/Tablet PC: I used a tabletPC for a few years and I really liked it. But, it really depends on how you plan to use it. I "mostly" used it for school... it was nice for taking notes because I had the option of writing or typing. It was nice to be able to write what I wanted and then cut and past other text into my notes. Look at the software you want to use, though. There is very little software out there for tablets, I was hoping that would change, but they haven't caught on as much as I thought they would. The drawback is they aren't as good for typing, because the keyboards are smaller and it takes some getting used to (most of them anyway).
Fax Service: I'm not sure what your price was increased to, but we use DataOnCall. They have various pricing options depending on volume. We pay about $95/mo and it includes 1,300 pages (incoming or outgoing) and 8 cents per page there after and it comes with a toll-free number. With e-mail we are faxing less and rarely go over our limit. I think there is more to selecting a service than price. I mainly care about reliability. I don't know about other services, but DataOnCall has been EXTREMELY reliable.
Phone System: We use an expandable handset cordless two-line system and I know they make 4 line systems. Look at Panasonic, they seem to have more choices. It has worked well for us. We switched to Motorola and I haven't been as happy with them. We recently connected our old Panasonic phones back up. Some of the buttons are starting to stick (after about 4 years), which was why we bought the new system. I wish I had stuck with the Panasonic and we will likely buy a new set of those.
Programming: It looks like you have had one offer for consulting in that area... I can't offer much advice in that area.
