The whole country is moving towards on-line records.... though very very slowly.  We still get search work from Title companies even though doc's in a particular county are on-line.  They don't want to be bothered and pay for the experience of our search.

I have no suggestions, sorry.  Sounds like they are not breaking any law. As long as they are allowing access to public documents.... I don't see the issue.
