I'm a signing agent.  I can see including the payment at various rates of interest.  Of course, if you did that, you'd see a whole lot less ARMs. 
The APR's only reasonable use is to 'compare' loans.  Kinda late for that when you're sitting at the table--and, yes, I can 'explain' it without getting into specifics.
