That is exactly the problem, Candi.  I have never charged late fees for that reason - if they aren't paying the bill, they aren't going to pay late fees.  I have enough trouble getting many clients to pay the full bill as it is.  My records are replete with partial payments.  We often have to cut those companies off until they pay the remainder and its usually like pulling teeth get them to pay up.  I can't imagine trying to get them to pay a late fee too.
