It would depend upon whether there was an agreement (formal or informal) among them and they were acting in concert to drive the market price down. Everyone is free to demand lower pricing or higher pricing depending upon whether you are talking about the clients or abstractors.

The idea is to promote free trade and competition to let the market price seek its own level rather than to restrain trade. The object being that the competition will produce the most efficient pricing.
