Don't blame the COURTS entirely, the real drivers of the problem was the greedy, money hungry county RODs that wanted to have machines do people wok.  They sold the property owners out by allowing completely crooked people in far off countries the opportunity to search and STEAL our property records.  Too bad they can't be sued for such behavior.  One has to wonder how many received "kickbacks" or other enticements to go along with the big companies selling all those programs used by the counties.  Bet many received more than a few free drinks at the corner bar.
