You have asked some excellent questions.  I will try to answer each of them right now, but check in often for better answers from those in-the-know:  the NALTEA Education Committee. 

You asked: "The question that has been asked of us (members of NALTEA), concerning this exam is who in the industry will acknowledge it?"

NALTEA will soon be sending a letter to each state's land title association, and industry experts, inviting them to send a representative to take the test.  They could take the test at the conference or, when available, at a conveniently located testing center.  I expect that we will receive endorsements, or specific criticisms that will prompt adjustments to the test.  The goal is for industry recognition that will set the NALTEA certification process as the industry standard.  I don't think it will be easy and I don't think it will happen overnight.  I do know that it is not an easy test. I will be surprised if any inexperienced abstractors pass.

You asked:  "However, there appears to be quite a bit of missing and sketchy information. As in who will administer the exam, how will it be graded, in what form will it be given?"

The test, to my understanding, will be administered on paper first at the conference by the education committee. It will be then graded by the education committee.  Later, it will be administered by testing centers across the USA.  NALTEA is exercising caution to preserve the integrity of the test by closely guarding the contents of the test.  Therefore, I wouldn't expect to see the test offered on-line.

You asked:  "Also, all those that worked on the exam and questions from the committees, how are they going to get the certification?"

I can only give my individual opinion on this.  I think the people who worked countless hours on this deserve the recognition for the enormous effort alone.  As far as I know, NALTEA's Education Committee is made up of only well-practiced abstractors.  I don't know if my opinion is widely shared, that remains to be seen.

Again, Vikki, excellent questions.  I hope that someone will come on here and correct me where I have been off-base.  This is the quick answer.  By the way, I am not one of the people who constructed the test.  I do hope to play a part in getting the stamp of approval from the industry.  Your efforts will go a long way, too!
