I understand that the rules for incorporation are currently being reviewed for a more uniform approach, as well as much more thorough disclosure of ownership of the company itself.  This is mostly due to Department of Homeland Security issues and more transparency needed to show what corporations/people and even countries actually own the companies doing business in the United States. 

A daunting proposition to review all of the procedures, but probably long overdue.
