Actually, the fee started out as a $1.oo fee and just worked it's way up over the years. It was a logical method of funding all the security that the state required for these projects. And I doubt that the purchasers or makers of all the documents really felt like "saps" for having to shell out an additional $1-$5 for a transaction that costs thousands to fund.
As for the Indian searchers- I never saw any filling out the on line applications that are required to be turned in- signed and in person- so just maybe there aren't any Indian searchers ? I don't know, but I never said there were any either. That is all assumption on other parts as to how "bad it just might be" or "how bad they would have you believe it is"- Don't forget that for about 5 years a static IP was required for access. Comcast sells a business connection for about $100 per month, which gives one a static IP, but is only available in certain areas.
