Agreed-limiting access would be the way, but there are always the ways that will be employed to do that. As you point out, we can not restrict ones rights to the public records, but in our state, the subscription access is one big limiting factor- since we pay to access the clerks records, we are no longer considered to be "public" and are not restrained to the conditions that say "the Va watchdog" would like us all to be limited to. And we do not publish all the sensitive information that is contained within the land records like that site seems to want to protect by openly publishing for anyone to use as they wish.(seems like a contradiction in policy to do what that site does and a betrayal of the public trust at the least)
I am very open to any ideas that might be brought forward and will be glad to pass them on to the respective clerks as ways to make things more secure or protected from the "bad guys" that we are worried about.- Just need to be able to identify them, somehow! I did inquire if the clerks did restrict access to US Citizens, while it is a question, it is not a limiting factor on the application.
And, yes, it is a pleasure to now know that , while our counties were setting up , and we were constantly asking when and how much longer is it going to be, it was worth the wait now that we have what we do have. All that you point out is missing or just not available-  is here- even the large plats have all been filmed and available- they were a sticking point for a while, but now they have all been made available.
